in footer.php you are exactly at the right place to delete something.

So to remove the ‚hardcoded‘ most commented part you just delete the line starting with h3 .. Most Commented down to the /ul, which marks the end of this list.
MAKE A BACKUP OF footer.php first!
now delete exactly this:
