I am trying to move your blue box up, so i can have space to add my icons, but it is not moving. It is staying put.
I am changing in CSS the
top properties.
To move it up to the top margin, but it is not budging. What am I doing wrong?

I think you got it up already, its even -10px 'over the top'the contact button is loading in the footer of that site, so you should put your new div code not into index.php but in footer.php just above /body…
